Position Overview
Renova is seeking a highly motivated Regulatory & External Affairs professional
to join its Philippine Office. You will lead the regulatory strategy, agency
compliance, local permitting, and institutional relationships for the company's
utility-scale power pipeline (Solar, Wind, BESS). This role ensures that projects
transition seamlessly through the development pipeline to commercial operations
without regulatory bottlenecks, penalty risks, or unmitigated social opposition.
This position is ideal for individuals with over 10 years of experience in the power
and energy industry, who are passionate about sustainability and eager to
contribute to impactful, long-term energy solutions.
Key Responsibilities
A. Regulatory Strategy & Central Agency Compliance (NGCP, ERC, IEMOP,
DOE )
- NGCP : Coordinate with the National Grid Corporation of the Philippines
(NGCP) to identify viable interconnection points and schemes, and secure the
approval of such schemes, including the execution and/or extension of
System Impact Studies (SIS), Facility Studies (FS), Interconnection
Agreements (ICA), and Connection Agreements (CA).
- ERC : Lead applications and secure approval for Certificates of Compliance
(COC), Provisional Authority to Operate (PAO), Point-to-Point Transmission
Line approvals, and Power Supply Agreement (PSA) / Ancillary Service
Procurement Agreement (ASPA) tariff approvals before the Energy
Regulatory Commission (ERC).
- IEMOP : Facilitate market registration with the Independent Electricity Market
Operator Philippines (IEMOP) and ensure full regulatory readiness for
Wholesale Electricity Spot Market (WESM) dispatch and settlement.
- DOE : Liaise with DOE to secure support for regulatory-related matters,
including the integration of company positions during public consultations and
the approval of relevant permits and request for endorsements,
B. Policy Advocacy & Market Intelligence
- Monitor, analyze, and brief leadership on DOE circulars, ERC resolutions,
Grid Code amendments, and WESM rule changes that impact revenue
models (e.g., curtailment risks, BESS rate structures, GEAP auction caps).
- Draft company position papers and represent the firm during public
consultations, legislative committee meetings, and energy industry
associations (e.g., PIPPA, RE developers' associations).
Qualifications
Experience : Minimum of 10 years of project development, regulatory, legal, or
government relations experience in the Philippine energy/power generation
sector.
Education : Bachelor’s Degree in Law, Legal Management, Political Science,
Engineering, or Public Policy.
Regulatory Knowledge : Deep working knowledge of:
●EPIRA (RA 9136) and RE Act (RA 9513).
●Philippine Grid Code, WESM Rules, and ERC administrative/filing
procedures.
Network : Active, professional relationships with technical working groups and key
decision-makers across the DOE, ERC, NGCP, LGUs and other relevant
governmental agencies.
Other Qualifications :
- Excellent verbal and written communication skills in English and Tagalog.
- Proactive, adaptable, and capable of thriving in a fast-paced, evolving
environment.

reconciling conflicting community/government interests.
Policy Analysis : Ability to read dense regulatory text and immediately translate
commercial risk/opportunity to the leadership team.

position papers, and high-level LGU presentations.
