MAIN PURPOSE OF JOB:
HOYA本社 Global Safety Management Leaderは、HOYA内外の関係者と連携を保ちつつ、各
国の安全性情報に関連する規制に適合した業務がなされていることを確認・確保する業務を⾏
っている。また、製造販売業者の安全管理責任者として、安全確保業務を統括している。本Job
は、将来HOYA本社グローバル安全管理責任者となることを⽬指し、以下の業務を⾏う。

MAIN JOB DUTIES / RESPONSIBILITIES
1）⽇本の薬機法・GVP省令に基づく安全確保業務を、各事業部と連携し実施するとともに、
その適合状態を監視・監督する。
2) 適合状況に応じた適切な指導を事業部に⾏い、必要に応じ、改善や改⾰をリードする。この
ためのプロセス管理システム提案・構築も含まれる。
3) 上記を遂⾏するため、他の本社品質薬事グループ(QRG)メンバーや事業部と連携し、関連
組織とその運営の最適化や⼈材育成のための教育を⾏う。
4) 政府および第三者認証機関等が実施する監査等に被監査者またはリーダーとして参加すると
ともに、必要な事前事後当⽇対応を⾏う。
5) 必要に応じ業界活動などに参加し、かつ⾏政機関との必要な交渉を、事業部と連携して実施
する。
6) 上記の⽇本国内業務に追加し、各国の規制・各種基準を関連事業部と共同して遅滞なく⼊
⼿・理解し、必要に応じ関連部⾨（本社部⾨を含め）に情報提供を⾏う。さらに、これらに適
合した業務がなされているかを監査等で確認する。この業務には、適合が必要な規制・基準の
明確化及び事業部における適合状態を管理するシステムの構築を含む。
7) グローバル安全管理責任者及びグローバルヘッド・ゼネラルマネジャー、及び製造販売業者
との合意のもと、まずは、安全管理責任者、次いでグローバル安全管理責任者の職責を担うこ
ととする。
8) 必要な場合、製造業者や総括製造販売責任者、マネジメントに対して安全管理業務に関する
意⾒の具申を⾏う。
9) HOYAグローバル本社が必要な改善や、社内外に対する報告書の作成を⾏う。

REQUIREMENTS of knowledge and experiences
1) 理化学分野専攻の⼤学学⼠資格もしくは同程度の知識
2) 必要な知識と実務経験：
・⽇本の薬機法、GVP省令の知識及びこれらに基づいた業務経験を有する者・安全管理責
任者の資格を有する者
・QMS/QSR/GVPに関する知識や監査/被監査経験を有すること（ISO13485、
ISO14971、21 CFR Part 820/803等、IEC関連、⽇本及び中国のQMS/GMP規制や安全管
理規制、EUMDDなど）。
・NMPA、ANVISA・TGA・CMDCASP等の規制に関する知識を取得することに意欲があ
る者。
・臨床研究等に係る複数の倫理関連指針(ヘルシンキ宣⾔を含む)、⽇本や中国のGCP規
制、臨床研究法、ISO14155、21CFR Part 50/807/815等、ES/ER指針などに関する基本的
な知識を有すること。

・薬事制度の知識は、1人で複数国(エリア)の知識を有していることが必要　(JDには日本(薬機法)、アメリカ(FDA)、EU(EU-MDD/MDR)、中国(NMPA)を記載)
（どこか1つの制度に詳しい方はそれなりにいるが今回の採用対象では無い。）

Job Title: Assistant Global Safety Manager

Regulatory Quality and Government Affairs

Main purpose of the job:
The Global Safety Management Leader at HOYA Headquarters works to confirm and ensure
that operations are conducted in compliance with regulations related to safety information  in each country, while maintaining cooperation with relevant parties both within and outside HOYA. As the safety management supervisor for manufacturing and sales companies, the Global Safety Management Leader also oversees safety assurance operations. This position aims to become the Global Safety Management Supervisor at HOYA Headquarters in the future and involves the following duties.

Main job duties/responsibilities
1) Implement safety assurance activities in accordance with Japan's Pharmaceutical and Medical Devices Act and GVP Ordinance, in collaboration with each business division, and monitor and supervise compliance.
2) Provide appropriate guidance to business divisions based on compliance status, and lead
improvements or reforms as necessary. This includes proposing and establishing management systems for such processes.
3) Collaborate with other headquartersʼ Quality and Regulatory affairs group (QRG) members and business divisions to optimize related organizations and their operations and provide
training to develop highly skilled personnel.
4) Participate in audits conducted by government agencies and third-party certification bodies as an auditee or leader and handle necessary pre- and post-audit responses.
5) Participate in industry activities as needed and conduct necessary negotiations with
government agencies in collaboration with business divisions.
6) In addition to the above domestic operations, work with relevant business divisions to
promptly obtain and understand regulations and standards in each country and provide
information to relevant departments (including headquarters departments) as necessary.
Furthermore, confirm through audits, etc., that operations are conducted in compliance with these regulations and standards. This includes clarifying regulations and standards that require compliance and establishing a system to manage compliance status within business divisions.
7) In agreement with the Global Safety Manager, Global Head/General Manager, and the
manufacturer, the Safety Manager shall first assume the duties of the Safety Manager, followed by those of the Global Safety Manager.
8) When necessary, the Safety Manager shall submit opinions on safety management operations to the manufacturer, the Marketing Supervisor General, and management.
9) The Safety Manager shall make the necessary improvements as requested by HOYA Global Headquarters and prepare reports for internal and external parties.

REQUIREMENTS of knowledge and experiences
1) Bachelor's degree in science or equivalent knowledge
2) Required knowledge and practical experience:
・Knowledge of Japanese Pharmaceutical Affairs Law, GVP Ministerial Ordinance, and work
experience based on these ・Qualification as a safety management supervisor
• Knowledge of QMS/QSR/GVP and experience in audits/being audited (ISO 13485, ISO
14971, 21 CFR Part 820/803, etc., IEC-related standards, Japanese and Chinese QMS/GMP
regulations, safety management regulations, EUMDD, etc.).
• Individuals with a willingness to acquire knowledge of regulations such as NMPA, ANVISA,
TGA, CMDCAS, etc.
・Basic knowledge of multiple ethical guidelines related to clinical research (including the
Declaration of Helsinki), Japanese and Chinese GCP regulations, clinical research laws, ISO
14155, 21 CFR Part 50/807/815, ES/ER guidelines, etc.
