People & Office Operations Lead (Bogotá Office)
The Opportunity We are currently a team of 30 in Bogotá with plans to double to 60+ employees by the end of 2026 and continue scaling rapidly from there. We are looking for our first dedicated People hire on the ground to own the HR function end-to-end and build it from the ground up as the office expands. This is a role designed for growth—you will start hands-on across the full HR scope, and as the team scales, you will build and lead your own department. You’ll bring in and manage your own support team (a Recruitment Associate and an Admin Associate reporting directly to you), shifting your focus toward strategic People leadership. You will report locally while working closely with our Global Team from the Vietnam Office. Location: Hybrid working in our Bogotá Office. What You'll Do 1. Build & Own the HR Function Employee Lifecycle: Own onboarding, offboarding, employee records, and performance cycles for the local team. Process Building: Audit existing setups, then formalize and document scalable HR processes that support rapid growth. Culture & Feedback: Run regular pulse checks, identify workload and morale risks early, and champion a strong local culture. 2. Labor Compliance & Documentation Legal Compliance: Prepare and manage localized employment contracts, terminations, and disciplinary documentation in full compliance with Colombian labor law. PILA & Social Security: Ensure statutory social security enrollments and monthly PILA filings are executed accurately and on time. Legal Support: Collaborate directly with our external labor counsel and immigration advisors on complex or high-risk legal edge cases. 3. End-to-End Payroll Payroll Execution: Run monthly payroll alongside our third-party provider, covering attendance, overtime, variable pay, leave, and statutory deductions. Leadership Reviews: Present and review each payroll run with leadership prior to final disbursement. Employee Point of Contact: Act as the trusted resource for team inquiries regarding pay, statutory benefits, taxes, and PILA. 4. Full-Cycle Recruiting Hiring Execution: Lead local hiring efforts across Colombia to support our expansion from 30 to 60+ team members. Pipeline Management: Partner with team leads on job descriptions and sourcing strategy, conduct initial screens, manage interview pipelines, draft localized offers, and deliver smooth onboarding experiences. Team Expansion: Hire, onboard, and manage a dedicated Recruitment Associate as hiring volume increases. 5. Office Operations Day-to-Day Facility Management: Oversee building management, vendor relationships, IT suppliers, maintenance, and office logistics. Events & Logistics: Coordinate internal team events, executive visits, and local workplace initiatives. (Note: This administrative scope will transition to your Admin Associate as the office scales, freeing you up for strategic People initiatives). 6. Team Leadership & Growth Build Your Team: Recruit, train, and manage administrative and recruitment support staff as local headcount justifies it. Set the Standard: Establish operational benchmarks for the People department and grow into long-term HR Leadership as the Bogotá site expands. What We're Looking For Required Experience: 3+ years in an HR Leader role , or strong experience as an HR Coordinator / Associate ready to step up and own the full scope. Colombian Labor Rules: Practical working knowledge of local employment rules (contracts, terminations, disciplinary steps, and PILA). You don't need to have run everything solo yet, but you must have the foundation and drive to own it. Payroll Capabilities: Practical comfort running monthly payroll with an external provider or EOR. Leadership Drive: A clear appetite to manage, mentor, and build a team as the office grows. Language Skills: Native Spanish speaker with Professional Working English skills (capable of smooth coordination with the Global Team). Mindset: A builder’s instinct; you prefer creating clear systems from scratch over inheriting existing ones. Preferred Prior experience in a startup, scale-up, or fast-growing environment. Prior experience working with Employer of Record (EOR) providers or local payroll agencies. Degree in HR, Business Administration, Psychology, Law, or a related field. What You'll Gain Founding Function Ownership: True autonomy to build the HR department and hire the team that runs it. Clear Career Path: Direct trajectory into formal HR leadership as you transition from doing to managing. Executive Support: Mentorship from our HR and global operations leaders.
